As we all know, the EU is an important part of China's textile and clothing exports.

Since January 1, 2005, the quota system of textile and clothing trade which has been implemented for more than 40 years has been completely abolished.

Since then, the global textile and clothing trade has entered the "post quota era".


The abolition of the quota system, in theory, indicates global textile and clothing.

The integration of China's textile and apparel exports has also been completely free of the quota system for a long time, and has won a broader trade space in the international market.

But in fact, this is not the case. In order to deal with the severe challenges of the "post quota era" of textiles and clothing, the European Union has intensified the formulation and implementation of a series of trade protection measures in recent years, such as anti-dumping, technical barriers, green barriers, and special safeguard measures.

And with the passage of time and the increasing scope of international trade, these non-tariff new trade protection measures are also more and more diverse.

Therefore, with the coming of the "post quota era", facing the fierce competition in the international market, China's textile and clothing exports face more directly the test of various EU trade protection measures.


Added barriers to clothing trade: the EU intends to enforce the labeling system of the country of origin.


According to the European Parliament website May 18, 2010, clothing sold in the European Union must be labelled as mandatory measures so that consumers will not be mistaken for products from the European Union because of clothing labels. In fact, consumers purchase products originating in third countries.


Recently, EU members drafted a proposal in Europe.

The bill was approved by the European Parliament by 528 votes, 18 votes against and 108 abstentions.

Compared with countries such as the United States, Canada and Japan, which have strict regulations on the labels of the country of origin ("Madein"), the European Union's origin country ("Madein") is labelling voluntarily, but in the specific operation process, the use of the label is mainly based on the existing national laws of various countries.

It is understood that at present, there are 48 types of textile fibers (including 18 natural fibers and 30 man-made fibers) in the EU's single textile and clothing sales market, while the EU's existing textile label regulations apply only to the coordination of the names of these 48 types of textiles and textile fiber labels.

In order to further help consumers understand shopping, EU members drafted a proposal to sell labels in Europe for compulsory labeling of the country of origin label.

In response to this bill, the European Parliament has also made a clearer request for its Committee. Its specific content is: "it is requested that the Committee submit a report within two years and a legislative proposal to promote the implementation of new labeling requirements within the EU (if necessary). The report should include the inspection of nursing labels (now voluntary), clothing and footwear size, health and safety warning (inflammable, potentially allergic substances) and social labels' coordination requirements."

This shows that the European Parliament's determination to label the country of origin label and the determination to enforce it.


We know that since March 2009, when the AQSIQ issued a document to stop marking the inspection of export textiles and garments, the labels of export textiles and garments were no longer included in the inspection items of the inspection and quarantine department.

Recently, the European Union put the implementation plan of "labeling the country of origin" on the agenda and requested that it be enforced in the future trade contacts. The move not only adds new contents and requirements to the production and production of garment exporting enterprises in China, but also puts forward more stringent requirements for the inspection work of the inspection and quarantine departments in China.


Survey found that: nearly 70% of enterprises do not know the new rules for clothing trade labels


As we all know, Henan is a major textile Province, and is also the most important textile and garment production and processing base in China.

In particular, in recent years, Henan has further strengthened exchanges and cooperation with the international textile market. Textile and garment import and export enterprises have also made considerable progress, and have increased in size and quantity.

In view of the new regulation of the European Union to enact the label system of clothing country of origin, recently, the reporter visited many textile and garment import and export enterprises in Henan. After investigation, it was found that nearly 70% of the enterprises in these enterprises were responsible for the new regulations of the EU label.


In fact, no policy or system will remain unchanged after the establishment of the policies.

However, in terms of my experience in foreign trade for many years, no region has ever been so changeable as the EU trade policy, sometimes it really makes people feel "impossible to guard against."

Turning to the European Union's intention to enforce the labeling system of the country of origin, the person in charge of the clothing import and export trading company of Henan Province, an interview with reporters, said that he did not know the new regulation of the label because the first thing was that he was too busy at work at ordinary times, and the trade policy of the European Union had been changing.

Therefore, in view of the time relationship, unless there are formal documents issued by the relevant departments at higher levels, he usually pays little attention to this information.


"In May of this year, a number of children's clothes exported to the EU were recalled because they were" unqualified "and violated their relevant regulations.

In fact, it is not unqualified, but we are not paying close attention to the EU's rapidly changing standard rules, which has led many of our export enterprises to grow up in small parts of children's clothing.

Mr. Li said that the recall of children's clothing had brought huge economic losses to the enterprises. He accepted the lessons of last experience. In the future, Mr. Li said he would pay close attention to the changes in the foreign trade system, especially the recent progress of the EU's new bill on the enforcement of the trade rules of the country of origin, so as to make preparations for all aspects.

The quarantine department reminds us that clothing enterprises should enhance risk awareness after repeated trade barriers.


"There is no doubt that the proposed labeling system for the country of origin of clothing trade is another new trade barrier added by the European Union.

In view of this mandatory implementation system, our domestic garment enterprises should enhance the awareness of labels.

In order to prevent the EU's enforcement of the new labeling regulations from adversely affecting the export of textiles and garments and ensure the smooth export of textiles and garments in China, the relevant person in charge of the Henan entry-exit inspection and Quarantine Bureau said in a telephone interview that with the further competition in the international textile and garment market and the emergence of trade barriers, China's clothing enterprises must enhance their risk awareness.

In response to the European Union's new clothing label rules, the person in charge made the following suggestions:


First of all, we should attach enough importance to our thinking.

We should carefully study the specific contents of the new regulations on the label of the country of origin adopted by the EU, and analyze the actual impact of the new regulation on garment export in light of the specific circumstances of the industry and enterprises.

At the same time, domestic garment export enterprises must enhance their awareness of labels and try to avoid rejection because of labels.


Secondly, we should pay close attention to the progress of the labeling system of the EU origin countries, understand the changes of the EU rules in a timely manner, clearly understand and take the initiative to make preparations for the export labels of textiles and garments, so as to ensure the smooth export of our garments to the European Union.


Thirdly, we should strengthen coordination and cooperation between government, garment industry associations, entry-exit inspection and quarantine departments, and enterprises. In particular, we should give full play to the guiding role of trade associations, and timely guide textile and garment enterprises to adjust the production of garment labels according to relevant requirements.


Finally, we should further improve our self-examination and self-control ability, strictly control the quality, strictly check and check the relevant standards before exporting garments, so as to avoid the rejection of label labels and ensure that our garments are exported to the European Union smoothly, so that our economic interests will not be lost.
