1. the declaration and inspection of express goods shall be carried out in the customs office hours and special supervision places at the place where the operator is located.

2. the express mail should be submitted to the Customs for customs clearance within 24 hours after the entry of the means of pport, and the express mail should go through customs procedures to the customs 4 hours before departure.


3. operators who enter and exit express business shall bear the following obligations:


(1) timely submit documents and materials required for express customs clearance to the customs, and truthfully declare the express shipment.


(2) notify the recipient, the sender pays or receives the agent, the sender pays the express import and export tax.

In accordance with the regulations, fees and regulatory fees should be paid to inbound and outbound express.


(3) in addition to the permission granted by the customs, the express mail within the time limit shall be stored in a specially established customs supervision warehouse and kept properly.

Without the permission of the customs, the express mail within the time limit shall not be loaded, disassembled, replaced, packaged, extracted, dispatched, shipped or other operations.

The term "regulatory time" means that the entry express must be declared from the customs to the customs office, and the customs express must be declared to the customs until the departure of the means of pport.


(4) before the customs examines the express mail, the operator should classify the express.

When the customs examines the express mail, the operator shall send the staff to the scene, and be responsible for the moving, opening and sealing of the express.


(5) it is found that the express goods contain prohibited goods and shall not be processed without authorization. They shall be immediately notified and assisted by the customs.


4. unless otherwise specified, A, B and C express three shall be declared as follows:


Class a express shall go through customs declaration formalities, customs declaration forms, general shipping documents, express orders and invoices for customs declarations to the Customs at KJ1.


The two categories of B and C are customs declarations from the customs, respectively, on the basis of KJ2, KJ3 declaration forms, general shipping documents, express orders and invoices.


According to the above three customs declarations of A, B and C, the customs may, according to the circumstances, require the operator to provide detailed written materials related to the articles before the goods are released.


Category 5.D express should submit customs declaration form for import and export goods and import and export related documents of goods and articles to customs.


6. the customs can accept the declaration of the operator through electronic data interchange (EDI) for express mail that meets the regulatory requirements.

Customs declaration by way of EDI has the same legal effect as customs declaration.


(two) declaration of special express


1. the carrier shall undertake the entry and exit of express goods through the special way, and shall also go through the procedures for filing the customs according to the regulations.

After examination and approval, the customs office of the locality shall issue the "registration certificate for special express", and the operator shall go through customs formalities according to the certificate issued by the customs.


2. the express freight shall enter or leave the port at the port designated by the customs office where the operator is located, and shall go through the customs formalities according to the provisions of (1) above.


3. the operator shall report the time of entering and leaving the country, the route of the carrier, the number of pport vehicles (vehicles) and the particulars of the special report to the Customs at the place where it is registered.

If the circumstances mentioned above need to be changed, the operator shall make the approval of the Customs at the locality in the first 15 daily newspapers.


4. the special express should be packed in a special way. The total package should be marked with the name of the operator and the word "special express".


(three) annotations


The following items in the express mail are checked and released according to the relevant regulations:


(1) personal articles for personal use.


(2) public and private goods imported and exported by foreign embassies, consulates and their personnel in China.


(3) public and private goods imported and exported by the specialized agencies of the United Nations and other international organizations in China.


(4) public and private goods imported and exported by foreign resident institutions and their personnel.
