The textile and garment industry in Jinzhou has been developing since 80s. In recent years, it has been growing rapidly under the guidance of a series of policies for promoting development of the municipal government, and has become a dominant industry in the province.

There are more than 1200 textile and garment enterprises, 60 thousand employees, 2 million 200 thousand spindles and 27 thousand looms. The products range from more than 50 cotton varieties, cotton fabrics, bleached dyed fabrics, hats, towels, clothing and so on. They produce 180 thousand tons of cotton yarn, 500 million tons of white cloth, one hundred million cap of clothing, 6 million 500 thousand sets of garments, towel 200 million pieces, and dyeing and printing cloth, and are identified as "key industrial clusters of small and medium-sized enterprises in Hebei province".

In 2009, the added value of textile industry was 2 billion 845 million yuan, accounting for 19.6% of GDP, 74 million 200 thousand yuan of tax and 13.5% of fiscal revenue.

With the planning and construction of the textile industrial park in the city, the export trade of the textile and garment industry in the city has also made considerable progress, and initially has the scale of the provincial export base.

According to customs statistics, the earned value of textile and clothing export in the city was $53 million 480 thousand in 2008 and $88 million 700 thousand in 2009, showing a good momentum of rapid growth.

In accordance with the relevant regulations of the provincial government, Hebei's provincial export bases and enterprises will further strengthen their support. In accordance with the principle of "bundling" and decentralization of policies and implementing the policy of "combination", we should implement the "five priorities": giving priority to decentralization of foreign trade operators' registration and export license printing; giving priority to import and export quotas and business qualifications of important commodities; giving priority to the use of national and provincial levels.
