It is reported that the Ministry of finance of Japan is revising the preferential tariff system. The relevant bill is expected to come into effect in April this year after the passage of the Congress.


The preferential tariff system, which began in 1971, aims to provide economic support to developing countries through a zero tariff or preferential tariff system for specific products.

This system stipulates that if the import value of a foreign product exceeds 1 billion yen in two consecutive years,

More than half of the total imports of such products and competitive relations with Japanese domestic products will no longer enjoy preferential duties.

After the revision, the new standard will be changed to: foreign products with an average import volume exceeding the total import volume of more than 1 billion 500 million of these products and import volume of more than 1 billion 500 million yen for three consecutive years, no matter whether there is competition with Japanese domestic products, they are no longer suitable for using preferential tariff system.


According to the new standard, 465 foreign products will no longer enjoy preferential tariff, of which 462 are Chinese products.

For example, import tariffs on Tricholoma matsutake and fireworks will increase from zero to 3% and 4% respectively, and the duty of baked eel and scallop canned will increase from 7.2% to 9.6%.


Hangzhou customs statistics show that Japan has always been Zhejiang's main trading partner.

In 2010, Zhejiang's imports and exports to Japan amounted to US $20 billion 550 million, an increase of 22.3% over the same period last year.
