By 2020, 15 million square meters of urban clean energy heating will be added, including 10 million square meters of ground source heat pump and other clean energy heating areas, and 5 million square meters of heating area of coal to electricity. In 2020, the clean heating rate of the whole province will reach 49.3%, and all cities in Shenyang Economic Zone and Liaoning Coastal Economic Belt will realize clean heating.

During the period of heavy pollution, stagger peak transportation shall be implemented for key enterprises involving transportation of bulk raw materials and products such as steel, coking, cement, nonferrous metals and chemical industry; dust control measures for urban construction sites shall be strengthened, and road mechanical sweeping shall be strengthened. By 2020, the number of days of heavy pollution in 14 cities of the province will be reduced by 25% compared with that in 2015, and ozone monitoring and forecasting will be carried out.
