Seven Measures For Vietnam To Develop Textile, Clothing, Leather And Footwear Industries

Vietnam's central government website reported on August 10 that the government has released resolution 115 / nq-cp on promoting the development of supporting industries. The resolution proposes that by 2030, supporting industrial products will meet 70% of domestic production and consumption demand, accounting for about 14% of the industrial output value. In Vietnam, about 2000 enterprises can directly supply products to assemblers and multinational companies.

Specific objectives in the field of spare parts: the development of metal parts, plastic and rubber parts, as well as electrical and electronic parts, should reach the goal of meeting 45% of the demand for spare parts in Vietnam's industrial sector by the end of 2025; by 2030, it should meet 65% of the domestic demand, and increase the promotion of product production in various fields serving high-tech industries.

Supporting industries of textile clothing and leather footwear: develop the production of raw and auxiliary materials for textile clothing leather footwear, and realize the export of high value-added products and services by 2025. The domestic supply of raw and auxiliary materials in the textile industry will reach 65%, and that of leather shoes will reach 75-80%.

High tech supporting industries: develop production materials, professional supporting equipment, software and services for high-tech industries; develop enterprise systems that provide professional auxiliary equipment and support technology transfer of high-tech industries. To establish a mechanical maintenance and repair enterprise in line with international standards, and to serve as a prerequisite for the development of equipment and software manufacturers in this field. Form new materials, especially electronic materials research and development and production system.

In order to achieve the above goals, the Vietnamese government has put forward seven measures to promote the development of supporting industries.

1. Improve the mechanism and policies: formulate, improve and effectively carry out, simultaneously implement the special policies and mechanisms for supporting industries and other priority processing and manufacturing industries (give preferential treatment and support according to the provisions of Vietnam's investment law), ensure the development of supporting industries create favorable conditions, and formulate and implement the development of raw materials industry, expand the manufacturing and assembly of complete products Effective industrial market policies lay the foundation for modernization and sustainable industrialization.

2. Ensure and effectively mobilize resources to develop supporting industries: deploy, ensure and mobilize effective resources, and implement investment policies for supporting industries and priority development of processing and manufacturing industries. On the basis of abiding by the law and meeting the conditions of local economic development, we should enhance the role of local governments and encourage local investment resources to implement the policies, programs and activities supporting supporting supporting industries and giving priority to the development of processing and manufacturing industries.

3. Financial and credit solutions: continue to implement preferential interest rate policies to support short-term credit loans for enterprises in supporting industries and priority development of processing and manufacturing industries; The government uses the central budget, local finance, ODA assistance and foreign preferential loans to subsidize the interest rate of medium and long-term loans used by enterprises for production projects in the catalogue of priority development supporting industrial products.

The fourth is to attract and integrate domestic enterprises to form value chain and promote the development of domestic enterprises. Develop the raw material industry to increase the autonomy of producing raw materials, reduce the dependence on imported raw materials, improve the added value of domestic products, product competitiveness and the position of Vietnamese enterprises in the global value chain.

At the same time, we should promote the development of complete product production and assembly industries, and give priority to the development of Vietnamese enterprises in the industrial manufacturing industry to become regional groups, forming a radiation effect, and leading the development of auxiliary industrial enterprises in accordance with the spirit of the Political Bureau resolution 23-nq / TW on the guiding direction of national industrial development policy from 2030 to 2045.

5. Develop and protect the market: promote the development of domestic and foreign markets, so as to promote the development of supporting industries and processing and manufacturing industries which are given priority. Specifically, on the principle of ensuring economic benefits, priority should be given to the development of processing and manufacturing solutions to ensure the size of the domestic market; appropriate industrial standard system and technical standard system should be formulated and implemented to protect domestic production and consumers; according to international conventions and practices, quality inspection of imported industrial products should be strengthened, and technical barriers should be used to protect the domestic market reasonably 。 At the same time, on the basis of making full use of the signed free trade agreements, we should seek and expand overseas markets, take measures to support supporting industries and priority development of processing and manufacturing industries, and effectively participate in free trade agreements; we should actively eliminate barriers to combat monopoly and unfair competition; and develop modern business and trade patterns.

6. Improving the competitiveness of supporting industrial enterprises: on the basis of development needs, objectives and existing resources, we should make use of the central and local medium-term investment capital to build and effectively operate regional and local industrial development support technology centers, support supporting industries and give priority to the development of processing and manufacturing enterprises in innovation, R & D and technology transfer, improve productivity, product quality and competitiveness Join the global production chain to create opportunities. We should form mechanisms and policies to support and give priority to financial, infrastructure and material facilities, and improve the ability of regional technology and industry development support technology centers to support regional industrial development. In order to form a common ecosystem of technology and industrial production, each regional industrial development support technology center should play a connecting role with the local center.

In addition, it is necessary to improve the scientific and technological capabilities of supporting industries and processing and manufacturing enterprises that give priority to development, make breakthroughs in industrial base, technology transfer and technology absorption, strengthen domestic and foreign cooperation in research, development, application of science and technology, purchase and transfer of technological products, promote commercialization of scientific and technological research products, and strengthen the implementation of technological innovation, research and development Public private partnership mechanism for projects.

At the same time, through the national skills upgrading plan and program, promote the connection between training institutions and enterprises, education and human resources market, develop management system and ensure the quality of vocational education, implement modern and simplified professional management mode, adopt international standards and the application of information technology, promote international cooperation in training and human resource development, and develop evaluation system And issue the national vocational skills certificate, especially for the important work skills of supporting industries.

7. Information communication and statistical database: establish and improve the database of supporting industries and processing and manufacturing industries with priority development, promote the connection between Vietnamese suppliers and multinational companies; improve the effectiveness and efficiency of national management, and formulate policies for supporting industries; improve the quality of statistics to ensure timely, complete and accurate information. It is necessary to promote the publicity of supporting industries and priority development of processing and manufacturing industries, so as to arouse the interest of leaders at all levels, fields, local governments and the whole society to develop supporting industries and priority processing and manufacturing industries, and change and enhance their awareness and sense of responsibility.
