These policies provide strong support for promoting the stable development of cross-border e-commerce from different levels.

"Strengthening financial support through the service trade fund will focus on solving the financing problem of cross-border e-commerce enterprises and other financing difficulties." Hong Yong, an associate researcher at the E-commerce Research Institute of the Ministry of Commerce, said in an interview with the international business daily that this is also one of the important measures to speed up the construction of a new development pattern. It is an important starting point to support the integration of domestic and foreign trade and increase the service guarantee for small, medium and micro enterprises. It is not only conducive to helping foreign trade enterprises stabilize their confidence, enhance their ability to resist risks, and prevent enterprises from breaking their capital chain, It is also conducive to the alleviation of external shocks such as the epidemic situation and the conflict between Russia and Ukraine, which is conducive to stabilizing China's basic foreign trade and helping China's economy achieve the annual growth target of 5.5%.

Second, the export credit insurance policy will ease the worry and anxiety of exporters about the potential risks of cross-border e-commerce, so as to promote the "going out" of cross-border e-commerce. Third, focus on the digital transformation of overseas warehouses, which will promote the development of overseas logistics with overseas warehouses as the core. "Increasing policy support for the construction of overseas warehouses will, on the one hand, optimize the overseas sales formats of cross-border e-commerce; on the other hand, transforming overseas warehouses through digital means can also copy domestic advanced logistics concepts to foreign countries, thus improving logistics efficiency." Pan said.

   Try to make up for the shortcomings

From Pan Helin's point of view, the current "bottleneck" problem restricting the development of cross-border e-commerce is mainly focused on overseas logistics, "The overseas circulation of domestic goods needs to rely on the overseas logistics system, but there are many uncontrollable factors in overseas logistics. Some countries' logistics infrastructure level is not high, the logistics cost is high and the efficiency is low. Therefore, it is necessary to encourage cross-border e-commerce enterprises to take the initiative to establish a logistics system overseas.".

In this regard, Hong Yong holds the same view. He believed that China's cross-border e-commerce should move towards a high-quality development stage, and the state should encourage foreign trade enterprises to build their own independent stations, and support professional station building platforms to optimize and improve service capabilities. Specifically, to cultivate a number of cross-border e-commerce independent stations with international competitiveness should start from three aspects: first, optimize the development policy of independent stations. We will continue to improve the business environment of independent station enterprises, continue to consolidate cross-border e-commerce promotion policies, accelerate the digital transformation of traditional foreign trade enterprises, and carry out in-depth activities to establish independent station demonstration enterprises. Give full play to the function of China's foreign trade special funds, and support the construction and promotion of cross-border e-commerce independent stations.

Second, strengthen the construction of independent station credit system. It includes promoting the exchange and sharing of credit information of cross-border e-commerce at home and abroad, strictly investigating and dealing with fraud in the field of cross-border e-commerce such as false propaganda and forged traffic, and establishing and improving the customer credit management and transaction credit evaluation system of cross-border e-commerce enterprises.

The third is to provide talent guarantee for independent station construction. Such as the establishment of long-term mechanism of cross-border e-commerce school enterprise joint school running, special training, study tour, education practice base, etc; Carry out cross-border e-commerce practical training such as SaaS, live broadcast and short video to form a systematic and unique practical cross-border e-commerce talent training system.

Pan Helin said that from the macro level, misunderstandings caused by political risks and cultural differences in overseas markets occur from time to time, and geopolitical instability also brings greater risks to cross-border e-commerce trade. Based on this, it is necessary to implement the export credit insurance support policy, so that the merchants have no worries.

"From the aspect of import, we are mainly facing the problems of tariff policy and list licensing system." Pan Helin said that since March 1, the list of cross-border e-commerce retail imports will be adjusted again. In the future, it is still necessary to further expand the categories of imported goods, improve the purchasing convenience of imported e-commerce and improve the after-sales service of imported e-commerce commodities.
