The Ministry of Industry and Information Technology recently issued a notice to organize the pilot demonstration work of 2023 textile and clothing creative design park. The first to fifth batch of textile and clothing creative design pilot parks (platforms) announced by the Ministry of Industry and Information Technology can apply for the creation of textile and clothing creative design demonstration parks (platforms), and those that have been listed in the demonstration parks in the early stage need not apply; The pilot park applying for the establishment of a demonstration park should meet the relevant provisions of the Administrative Measures for the Pilot Demonstration Park (Platform) of Textile and Clothing Creative Design (for Trial Implementation) on the demonstration park, and have outstanding characteristics and remarkable achievements in cultivating excellent design talents, helping to improve the quality and upgrade of the industry, and serving the construction of a fashion city. The review of the second and fifth batch of pilot parks (platforms) and the annual assessment of pilot demonstration parks (platforms) were launched at the same time.

The competent departments of industry and informatization in relevant provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan:

In order to promote the high-quality development of textile and clothing creative design parks, enhance the creative innovation ability and brand building ability of the textile industry, and further strengthen the demonstration and leading role, according to the relevant requirements of the Administrative Measures for Textile and Clothing Creative Design Pilot Demonstration Parks (Platforms) (Trial) (hereinafter referred to as the Administrative Measures), It is decided to carry out the pilot demonstration work of textile and clothing creative design park (platform) in 2023. Relevant matters are notified as follows:

　　 1、 Creation of textile and clothing creative design demonstration park (platform)

1. The 1-5th batch of textile and clothing creative design pilot parks (platforms) announced by our Ministry (hereinafter referred to as pilot parks, Annex 1) can apply for the establishment of textile and clothing creative design demonstration parks (platforms) (hereinafter referred to as demonstration parks), and those that have been listed in the demonstration parks in the early stage need not apply.

2. The pilot park applying for the establishment of the demonstration park shall meet the relevant provisions of the Administrative Measures on the demonstration park, and have outstanding characteristics and remarkable achievements in cultivating excellent design talents, helping the industry to improve quality and upgrade, and serving the construction of a fashionable city.

3. Qualified pilot parks voluntarily apply to local provincial industrial and information authorities for the establishment of demonstration parks, and truthfully fill in the Application Form for Textile and Clothing Creative Design Demonstration Parks (Platforms) (hereinafter referred to as the Application Form, Annex 2).

4. The provincial competent department of industry and information technology shall review the application materials, issue recommendation opinions on the application form and affix the official seal.

5. The provincial competent department of industry and information technology can recommend pilot parks to apply for creating demonstration parks according to the actual situation, and the number is unlimited.

　　 2、 Review of the second and fifth batch of pilot parks (platforms)

1. According to the provisions of the Administrative Measures, the second and fifth batches of pilot parks (Annex 3) are reviewed. The title of the pilot parks that have passed the review will be continued, and those that have been listed in the pilot parks in the earlier stage need not be reviewed.

2. The second and fifth batch of pilot parks participating in the reexamination shall apply for reexamination to the local provincial industrial and information authorities, and fill in the Reexamination Form for Textile and Clothing Creative Design Pilot Parks (Platforms) (Annex 4).

3. The provincial competent department of industry and information technology shall review the review materials of the pilot park, issue opinions and affix official seal.

　　 3、 Annual assessment of pilot demonstration parks (platforms)

1. Except for the parks that apply for demonstration and participate in review, other parks need to conduct annual assessment. The title of pilot demonstration park shall be revoked for those who fail to pass the assessment for two consecutive years.

2. The parks participating in the annual assessment shall submit the Annual Assessment Form of Textile and Clothing Creative Design Pilot Demonstration Park (Platform) (Annex 5) to the local provincial industrial and information authorities.

3. The provincial competent department of industry and information technology shall review the annual assessment materials of the park, issue opinions and affix official seal.

All provincial competent departments of industry and information technology should submit the demonstration application, pilot review and annual assessment materials (in duplicate) to our Ministry (Department of Consumer Goods Industry) before September 15, and send the electronic version to fzc@miit.gov.cn ， texbrand@ctic.org.cn 。
