Xu Tiecheng, president of China Association for Recycling Resources, said in his speech that the National Development and Reform Commission, together with the Ministry of Commerce and the Ministry of Industry and Information Technology, issued the Implementation Opinions on Accelerating the Recycling of Waste Textiles last year, clearly proposing that the recycling system of waste textiles should be initially established by 2025, and the output of recycled fibers of waste textiles should reach 2 million tons. By 2030, a relatively complete recycling system of waste textiles will be established, with the recycling rate of waste textiles reaching 30% and the output of recycled fibers of waste textiles reaching 3 million tons. This is the first time at the national level to define the goal of recycling and development of waste textiles. In order to achieve the above development goals, a lot of work can be done and many gaps can be filled in the waste textile industry. He suggested that, first, industrial enterprises should speed up the increase of recycled waste textile varieties and build green waste textile sorting centers; Second, strengthen the leading role of typical enterprises to become bigger and stronger; The third is to standardize the reuse, orderly promote the trade of old clothes, and improve the chaos of waste textile recycling.

At the meeting, the Waste Textile Branch released the White Paper on the Development of China's Waste Textile Recycling Industry in 2023. The main drafter of the white paper, Professor Zhao Guoliang of Beijing Institute of Fashion Technology, combed the overall situation of the waste textile industry, the construction of waste textile recycling policies and systems, and the industrial chain of waste textile recycling, and analyzed the market demand pattern of the main products of waste textiles, As well as the current situation and development prospects of the waste textile recycling market in the 14th Five Year Plan.

Tang Shijun, a member of the expert group in the field of resources and environment of the National Development and Reform Commission, made a keynote speech with the theme of "equal emphasis on innovation and standardization, accelerating the construction of the recycling system of waste textiles", and explained the background of the compilation of the Implementation Opinions on Accelerating the Recycling of Waste Textiles jointly issued by the National Development and Reform Commission, the Ministry of Commerce, and the Ministry of Industry and Information Technology, And read some articles. Guo Yan, a professor from the Business School of Beijing Institute of Fashion Technology, focused on explaining the "necessity of building industrial standards for waste textile recycling under the dual carbon target". She pointed out that China has a relatively complete standardization system. By analyzing the construction of the standard system in the field of waste textile recycling in China, she proposed that during the "14th Five Year Plan" period, It is necessary to further improve the relevant standards for the double carbon target of waste textile industry and enterprises, and introduce the relevant situation of the group standard of Classification and Grading of Second hand Clothing, which is being prepared by the China Recycling Association.

Shi Sheng, Deputy General Manager of Anhui Tianzhu Textile Technology Group Co., Ltd. and Director of the Engineering Research Center, discussed the development of waste textile recycling industry under the dual carbon background, focusing on the demonstration base of the company's waste textile industry, industrial Internet+system industry, and rural revitalization Extend the renewable fiber industry chain and share.

Guo Song, CEO of Guangzhou Gretzer Renewable Resources Co., Ltd., shared the theme of "The Double Carbon Road of Clothing Recycling". He introduced the basic situation and relevant policy directions of the clothing recycling industry, focusing on the front, middle and back end industrial systems of Gretzer clothing recycling and the online and offline closed-loop model.

Subsequently, the experts and enterprise representatives at the meeting held special discussions on how to build a green sorting center for waste textile, the significance of enterprises' participation in the formulation of carbon emission standards, the development trend of second-hand clothing at home and abroad, and the opening of domestic second-hand clothing flow channels.

Finally, the Waste Textile Branch issued two group standards, namely, Accounting and Reporting Requirements for Carbon Emissions of Waste Textile Recycling Enterprises and Accounting Method for Carbon Footprint of Recycled Cotton Yarn Products. Professor Guo Yan, the main drafting team of the standard, introduced the preparation of the two standards. With the implementation of the dual cycle development strategy, the domestic recycling of second-hand clothing has gradually attracted attention.
